Sleeves are placed on oars where the oar is in the oarlock. They function as a kind of plain bearing.
Buttos sit around the sleeves and keep the oars from sliding into the oarlocks beyond their place on the sleeves. The location also determines how heavy the lever of the oars are and how hard rowers can pull on the oars.
